Essential Approvals for Construction
1. CRZ Clearance
The coastal line of the Indian Peninsula stretching over 7500 km, now qualifies as a coastal regulatory zone. This is supported by the Environmental Protection Act of 1986, which defines a coastal regulatory zone as a 500-metre stretch of land off the high-tide mark and measuring 100 meters along the shorelines of backwaters, rivers, lagoons, estuaries, bays and creek. This particular clearance is determined with regards to the CRZ laws that apply in any jurisdiction in India while it is the state level authorities who are responsible for enforcing this clearance. This Act further states that no industrial or residential, tourism related or other activities should be conducted within the CRZ without a clear certificate from the government agency in charge at the state level. In the state of Kerala, such approval for construction in areas classified as CRZ is given by the LCZMA which is the Kerala’s equivalent of the authority. CRZ Policy statement of the Indian Government has its objectives to improve the environment and the livelihoods of fisherpeople and protect the sensitive marine ecosystem.
2. Land Clearance
In promoting agriculture and achieving food self sufficiency, as well as protecting the ecological balance in the state of Kerala, the Land Clearance has been issued. It has been done under the Kerala Conservation of Paddy Land and Wetland Act, 2008 where a paddy field and wetland development control regulation has been employed to avoid multiple conversion and eventually use of such land. The issues of food security and ecological damage are broad matters while indeed urban development does come with certain benefits. Measures to prevent such conflicts include streamlining conversion processes regulating the agricultural land across India and Kerala.
3. Airport Clearance
Only buildings that have received Airport Clearance from the relevant regional or local authority or the Kerala Airport Development Authority are permitted to stand in the areas. Further buildings within Non-Agricultural units have been approved provided permission has been granted by the District Collector or any relevant authority through an Airport Clearance or the Airport Development Authority. Vertical clearance for buildings including above three stories has also been mandated as a prerequisite.
4. Naval and Army Clearance
Every development activity or the construction of any building or structures within 100m of boundary a defense installation and establishment is to be carried out after obtaining the No Objection Certificate (NOC) from the Military Authority in the area. As in many of the defense lands there could be unmapped parcels, it is necessary to check with your builder as it concern Naval and Army Clearance if a defense installation is in proximity.
5. NOC from the Pollution Control Board
a Consent to Establish from the Pollution Control Board of the respective state without which no development activity is planned in the state of Kerala.

Section 2 of the EC Act states that it mandates an NOC from the Ministry of Environment and Forests on construction projects that falls within the square meter range of 5000-150,000. The Act empowers government agencies responsible for planning, municipalities and panchayati raj institutions to lay down the terms and conditions and code of conduct for the use of space for erecting structures when issuing such permissions.
8. Fire Department Clearance
The post and pre-construction approval necessity from the Fire Department to the Fire Safety Engineers in Charge includes their assurance of the Appropriate Fire Safety Systems and Measures. The authorites do a basic walkthrough at the site and a detailed perusal of plans and this is performed at the beginning of the building phase. The description of the construction is prepared and again further a site inspection is conducted. The entire building is scrutinized, and if there satisfies all requirement only then the building is sanctioned. Approval for Fire Department Clearance Lies with the Kerala Fire Department.

Although it is the builder who is obliged to get all the required clearances, it is also the duty of the home purchaser to ensure that all approvals are obtained in order to enjoy peace of mind in their home ownership.
